NCOALINK® Options for Local, State and Federal Government Operations

Over 40 million Americans move each year. Inevitability, all these address changes create challenges to local, state and federal government operations trying to maintain a complete and accurate constituent database.

In an increasing effort to improve the percentage of deliverable mail, the USPS® has created new rules around their Move Update standards. To be compliant with the new regulations, agencies must run their mailing lists through an approved method every 95 days. This change affects government agencies communicating with constituents through Standard Mail® including letters, flats and parcels in addition to automation-rate and presort-rate First-Class Mail®.

One method approved by the USPS® for Move Update compliance is the NCOALink® service. With this service, a constituent's name and address within an agencies database is matched to a Change-of-Address database consisting of approximately 160 million records.

Experian Marketing Services is a Full Service Provider Licensee of the NCOALink® service, providing Experian QAS with the latest 48 months of permanent address changes.

Benefits to the NCOALink® service include improving mail deliverability of tax bills, court statements, unemployment claims, Medicare cards, etc. by providing agencies with current, standardized, delivery point coded addresses for individual, family, and business moves.
